The Paradise Town Advisory Board on Tuesday recommended approval of Bally’s Corp.’s land use permit for the first phase of its $1.19 billion mixed-use development surrounding the Athletics’ $2 billion Strip ballpark. The proposal now heads to the Clark County Commission for a final vote on April 8.
Bally’s plans call for a multiphase project that includes a hotel, casino, retail, dining, entertainment, a theater, a parking garage, and a utility plant to be shared with the A’s stadium. Phase 1 will construct a parking garage on the southeast corner of the 35-acre site, a utility plant on the eastern border, and a three-level plaza with retail, dining, and entertainment on the northwest corner.
“Permits were on the approval for Phase 1 and we are looking forward to beginning Phase 1 pending all necessary approvals,” a Bally’s spokeswoman said in an email.
A’s vice chairman Sandy Dean said earlier this month that Phase 1 is expected to take about a year to complete. He noted that Bally’s would need to start construction by early 2027 to have those elements ready for the ballpark’s opening in early 2028.
Future phases include a 2,500-seat theater on the southwest corner, a 24-story, 1,800-room hotel tower on the southwest area, an underground parking garage on the northwest corner, and surface-level parking on the northeast corner that will eventually be the site of another Bally’s hotel tower, according to meeting backup material. Bally’s has submitted building permit applications to Clark County for the southeast parking garage, utility plant, and theater foundation work.
Construction on the A’s ballpark itself is well underway on 9 acres of the parcel, with over $300 million spent so far. Steel work began late last week, with vertical steel rising above the second level of concrete decks that will frame suite areas and support upper-deck seating. The 33,000-capacity stadium remains on time and on budget for an early 2028 opening.
