Bally’s Corp. has filed a phased construction plan with Clark County detailing a $1.19 billion mixed-use project on the 26 acres surrounding the Athletics’ new Las Vegas ballpark. The application, submitted Dec. 29, outlines 13 building permits for hotel, casino, theater, retail and dining spaces, with completion targeted for December 2030.
The project’s first permits were filed last month: a $175 million central utility plant on Dec. 17 and a $150 million southeast parking garage on Dec. 22. Both structures will be shared with the A’s stadium. Bally’s expects the utility plant permit to be approved Friday.
Initial construction will focus on the northwest portion of the 35-acre site at Las Vegas Boulevard and Tropicana Avenue. Planned work includes a parking garage, utility plant, shared accessway, a 2,500-seat theater and a podium mezzanine. Permits for these elements are scheduled through 2026, with the theater foundations and podium superstructure permit application due Feb. 14.
The hotel tower, valued at $550 million, will be among the last components built; its permit isn’t expected until May 2028. The phased approach differs from earlier plans that suggested the first hotel tower would come in Phase 2. Bally’s chair Soo Kim said in September, “Bally’s Las Vegas represents a once-in-a-generation opportunity to redefine the heart of the Strip.”
The A’s $2 billion ballpark, with a 33,000-fan capacity on 9 acres, is under construction and on track for a 2028 opening. Bally’s project will occupy the remaining 26 acres. Permits for the southwest podium and hotel tower superstructure are targeted for approval by June 2028, with final build-out permits extending into 2029.
